This tool is designed to be used alongside CCFSC’s CSWB Monitoring & Evaluation Toolkit.
This page provides a customizable inventory of community safety indicators, organized into three core themes aligned with the Urban Safety Monitor (USM) framework supported by UN-Habitat. These themes reflect the major dimensions that influence community safety and well-being and are consistent with international human security principles.
1 - Criminalization, Victimization, & Justice:
Indicators related to crime, victimization, the justice system, and community experiences and perceptions of safety.
2 - Community Vitality:
Indicators capturing the experiences of individuals and families, the conditions in neighbourhoods and communities, including basic needs, local environments, and access to services.
3 - Governance & System Change:
Indicators reflecting how local governments and partners mobilize strategies, resources, and networks to support CSWB; including multisector collaboration, resident engagement processes, and system level capacity.
These domains contain a set of sub-domains that align with the United Nations' Human Security Framework and help communities select the indicators most relevant to their local context. Sub‑domains used in this tool are meant to serve as a navigation and sorting aid, they are not intended to represent distinct analytic constructs, nor should they be interpreted as implying causal relationships or strict conceptual boundaries between indicators.

Step 1 - Choose Indicators
Note that many indicators relate to or overlap with multiple sub‑domains; where this occurs, indicators have been placed based on best overall alignment and expected user interpretation. Users are encouraged to explore the full list. Use the multi select list below to choose the indicators most relevant to your local CSWB priorities, populations, and contexts. Some indicators are flagged as “core,” as was identified by CCFSC and project partners throughout the CUSM Project. See here for more information.
