Community & Urban Safety Monitoring and Evaluation Toolkit

Existing Indicator Frameworks & Datasets

To help select the indicators, measures, and data points included in this Toolkit’s Indicator Explorer & Customizer Tool, CCFSC reviewed a wide range of existing frameworks, datasets, and evidence sources at the international, national, local, and Indigenous levels. Additional insights came from original research, interviews with experts, and community engagement conducted through the CUSM project.

International Sources:

National Sources (Canada):

Local Sources:

  • 8 local CSWB plans across Canada from a variety of types of communities (urban, rural, remote, local, regional, Indigenous)
  • CSWB (or similar) plans from CUSM project pilot sites

Indigenous Sources:

Additional Research & Expert Engagement:

  • Original research and engagement in local communities
  • Interviews with six recognized CSWB experts
  • Ongoing insights from the CUSM International Advisory Committee
  • Review of indicators related to multi‑sector governance and system‑change initiatives

For a full list of datasets reviewed, including data points, coverage, and access information, see the Dataset Inventory (Excel).

These resources can be used to identify existing data already collected or explore validated questions and surveys that can be adapted locally for data collection.

Communities are encouraged to explore these datasets to:

  • identify existing data already collected
  • adapt validated questions or surveys for local use
  • identify gaps requiring new data collection
