Monitoring & Evaluation

We help members and partners generate and use meaningful evidence to strengthen practice and support decision-making in community safety and wellbeing. Our monitoring and evaluation (M&E) services are practical and flexible, grounded in real-world implementation, with bilingual (English and French) delivery available.

We support the evaluation of community safety and wellbeing plans and strategies, as well as discrete projects and initiatives across sectors. We work with municipalities, community-based organizations, Indigenous communities, and other partners advancing community safety and wellbeing.

As a small, specialized team, we bring deep evaluation and sector expertise in community safety and wellbeing. We provide responsive, right-sized support embedded in day-to-day work and contribute cross-sector insight and shared learning through our partnerships and networks

We also support capacity building through training, tools, and communities of practice, helping teams strengthen their own monitoring, evaluation, and learning over time.

Ways to Work with Us

We offer flexible ways to engage, depending on your needs, capacity, and stage of work, from early assessment and design through to implementation and scaling.

  • Advisory: Ongoing or short-term guidance to help shape your approach, strengthen systems, or navigate specific challenges. This can include supporting uptake and use of findings, including practical approaches for integrating evidence into decision-making and implementation.

  • Targeted support: Focused support on defined areas of your M&E work, tailored to your needs and context.

  • Comprehensive evaluation support: CCFSC-led or co-led evaluation across the full cycle, from design and data collection through to analysis and communications, using process, outcome, and/or impact-focused approaches.

Tools and resources (sample tools and resources, tailored templates, frameworks or toolkits). 2. Supports across project phases, such as: 2.1. Strategy, design, and planning (needs and readiness assessments, theories of change and logic models, indicators and measurement frameworks, data development frameworks, evaluation plans); 2.2. M&E governance and data sharing (terms of reference, tailored best practices for governance or stewardship, data governance or data sharing agreements); 2.3. Data collection and facilitation (facilitated surveys, interviews, focus groups, and community engagements; design, refinement, and facilitation of data collection tools and approaches; integration of multiple methods, e.g. participatory or arts-based); 2.4. Analysis and interpretation (qualitative and quantitative analysis, triangulation, participatory sense-making); 2.5. Reporting and communications (ethical and accessible storytelling, data visualization, dashboards, community report-backs); 2.6.
