WHAT IS CSWB?
Community Safety and Well-Being (CSWB) planning represents a national paradigm shift away from siloed, reactionary measures toward multi-sectoral, upstream collaboration. These efforts seek to identify long-term solutions to local challenges through proactive efforts to promote safety and well-being for all.

WHY CSWB?
Traditional safety models often focus on the symptoms of crime and insecurity – the “emergency room” approach to community health. Community Safety and Well-Being (CSWB) is the shift toward a “preventative” model. It matters because:
- It focuses on preventing issues from happening in the first place by addressing the root causes and risk factors that can lead to crime and victimization.
- It emphasizes evidence-based approaches that result in long-term change, rather than short-term fixes.
- It facilitates cross-sector collaboration by breaking down silos and bringing community partners together toward a common goal.
- It highlights the voices of community members and lived experience to ensure each plan considers local context, strengths, and gaps.
- It helps reduce reliance on law enforcement to address challenges that fall outside of their mandate.
CSWB IN CANADA
In recent years, there has been greater emphasis nationally (and internationally) on the importance of developing comprehensive and integrated upstream strategies to prevent crime and enhance community safety.
